Introduced by Rep. Carl Holmes (R) on February 5, 2009, in his role as committee chair, to create special procedures to govern cases when a city annexes land located within a rural water district. The bill would require the water district to accept compensation from the city for satisfying any debt the district owes the U.S. Department of Agriculture through farmer's home administration loans, so long as the amount the city offers is at least as large as the district's remaining debt.
